Accountants and HR staff need the working calendar for three things: timesheets, the standard working-hours calculation and holiday pay. In Uzbekistan it is built from three sources: the list of public holidays in Article 208 of the Labour Code, the annual Presidential decree on extra days off and weekend transfers (for 2026 — Decree No. UP-257 of 24 December 2025), and Presidential resolutions announcing the dates of Ramadan Eid and Eid al-Adha.
Below is the full list of 2026 non-working days separately for the five-day and six-day working week, the rule on shortening the pre-holiday day and how the monthly hours norm is calculated.
Public holidays under the Labour Code
Article 208 of the Labour Code sets a permanent list of holidays. If a weekend day falls on a holiday, the day off moves to the next working day after the holiday. There is no transfer for continuous production, daily public services or rotational (shift-camp) work. In addition, days off may be moved to other dates by Presidential decree.
- 1 January — New Year;
- 8 March — Women's Day;
- 21 March — Navruz;
- 9 May — Day of Remembrance and Honour;
- 1 September — Independence Day;
- 1 October — Teachers' and Mentors' Day;
- 8 December — Constitution Day;
- the first day of Ramadan (Ruza) Eid and the first day of Eid al-Adha (Kurban Hayit) — the dates are announced separately each year.
Eid dates in 2026
Presidential Resolution No. PP-106 of 17 March 2026 declared 20 March 2026 (Friday) the first day of Ramadan Eid. Resolution No. PP-194 of 20 May 2026 declared 27 May 2026 (Wednesday) as Eid al-Adha; under Article 208 of the Labour Code this is a non-working public holiday.
Extra days off and transfers under Decree UP-257
Decree No. UP-257 is in force until 1 January 2027 and sets extra non-working days and transfers for 2026. Some apply to all employees, some only to the six-day week or only to the five-day week.
- for all employees regardless of the type of working week — extra days off: Friday 2 January, Thursday 28 May, Friday 29 May, Monday 31 August;
- six-day week only — extra days off: Saturday 3 January, Saturday 30 May, Thursday 31 December;
- five-day week — transfers under Article 208: 8 March fell on a Sunday and 21 March and 9 May on a Saturday, so Monday 9 March, 23 March and 11 May become days off;
- five-day week — the day off is moved from Saturday 12 December to Thursday 31 December, so 12 December becomes a working day.

How to calculate the standard working hours
Normal working time may not exceed 40 hours a week under either a five-day or six-day week (Article 182 of the Labour Code). The monthly hours norm is calculated from the five-day (or six-day) schedule, taking into account the non-working days above.
On the eve of public holidays, the working day is shortened for all employees by at least one hour (Article 187). Where shortening is impossible (continuous operations), the extra time is compensated with additional rest or, with the employee's consent, paid at overtime rates. The rule applies to days before Article 208 holidays, so timesheets should distinguish a public holiday from an extra day off granted by decree.
- count the month's working days for your working week, excluding holidays and extra days off and including transferred working days;
- multiply by the shift length (8 hours under a 40-hour five-day week);
- subtract one hour for each pre-holiday working day;
- for employees with reduced hours (under 18, disability groups I–II, harmful conditions) use their reduced duration.
Work on holidays and days off
Work on days off and public holidays is generally prohibited and allowed only in the cases listed in the Code — as a rule with the employee's written consent (Article 209). It is paid at no less than double rate; salaried employees receive at least a single daily or hourly rate on top of the salary. At the employee's request, another day off may be granted instead, in which case the work itself is paid at no less than the single rate (Article 263).
Holiday hours directly affect vacation pay and average earnings calculations.
