The essential minimum, without paying for extras

A small company's task is usually very specific: keep the books correctly, file reports on time and not pay for things it does not need.
The mandatory minimum
- annual financial statements no later than March 1; for micro-firms and small enterprises — only the balance sheet and the statement of financial results (paras. 7 and 10 of Regulation No. 3567);
- tax returns under the applicable tax regime;
- payroll calculations, if there are employees;
- retention of primary documents and ledgers for at least five years after the reporting year (Article 29 of the Law "On Accounting").
Tax regimes in 2026
- turnover tax — for legal entities and individual entrepreneurs (IEs) with aggregate income of no more than 1 billion soums a year (Article 461 of the Tax Code), except, in particular, importers of goods; for IEs the rate is 1% (Article 467); monthly returns, annual return by February 15 (Article 470);
- general regime — VAT at 12% (Article 258) with a return by the 20th of the following month (Article 273) and profit tax with an annual return by March 1 (Article 339);
- on payroll — personal income tax (PIT) at 12% and social tax at 12%, returns by the 15th (Articles 381, 389, 405, 407).
The minimum necessary scope
- Processing primary documents
- Calculating taxes under the applicable regime
- Payroll, if there are employees
- Preparing and filing reports by the statutory deadlines
Where you can save
Real savings come from organising the process, not from cutting the scope of accounting. Regular handover of documents instead of quarterly backlogs, electronic exchange instead of paper, order in contracts — all of this reduces the workload and therefore the cost.
Where you should not save
Trying to cut costs by processing documents only formally, without checking that they are correct, has a delayed effect: errors accumulate and surface during an inspection, when the stakes are many times higher than what was saved.
When to expand the service
- You have hired employees and payroll has become a regular task
- You have started foreign trade operations
- The company has moved to a different tax regime
- Document volume has grown so much that preparing reports has become a scramble

Is a service worth it with only a few transactions a month?
Yes, and it does not cost much. The obligation to keep accounts and file reports does not depend on the number of transactions, and the penalty for late filing does not depend on the size of the business.
What financial statements does a small business file?
The balance sheet and the statement of financial results, no later than March 1 (paras. 7 and 10 of Regulation No. 3567).
