    The chart of accounts in Uzbekistan is set by National Accounting Standard (NAS) No. 21 "Chart of Accounts for Business Entities and Instructions for Its Application": Order No. 191 of the Minister of Economy and Finance of 14 November 2024, registered by the Ministry of Justice on 27 December 2024 under No. 3593, in force from 1 January 2025. The previous NAS No. 21 (reg. No. 1181 of 23.10.2002) ceased to apply from that date.

    The chart consists of five chapters: assets (accounts 0100–5900), liabilities (6000–7900), equity (8300–8900), income and expenses (9000–9900) and off-balance sheet accounts (001–016). On its basis each organisation draws up a working chart of accounts and sets it out in its accounting policy. Below are the structure of the chart, key accounts with codes, account types, entries from the Instructions and errors that force financial statements to be redone.

    Which document applies and what has changed

    The standard has already been amended twice. Order No. 282 of the Minister of Economy and Finance of 26 August 2025 (reg. No. 3593-1 of 24.09.2025) restated the chart of accounts itself — Annex No. 1 — and amended the Instructions; Order No. 336 of 4 March 2026 (reg. No. 3593-2 of 13.03.2026) restated sub-paragraph "zh" of paragraph 26 of the Instructions.

    The official text of the chart of accounts and the Instructions is published in Uzbek — the Russian version of the order on lex.uz expressly states that Annex No. 1 is given in Uzbek. The account names below are therefore translations. Compared with the 2002 chart:

    • the title has changed: "Chart of Accounts for Business Entities…" instead of "…for the Financial and Business Activities of Business Entities…";
    • five chapters instead of six parts and nine sections;
    • the numbering has been kept: all 2002 codes remain in their places;
    • a new sub-account 0870 "Capital investment in fixed assets received under an operating lease" has been added;
    • off-balance account 013 is now called "Temporary tax and customs reliefs (by type)" — previously tax reliefs only.

    Who uses the chart and what a working chart is

    NAS No. 21 sets the procedure for organising accounting for business entities other than budget organisations and non-bank credit institutions. Accounting and reporting of banks and other credit institutions are regulated by the Central Bank (Art. 9 of the Law on Accounting).

    The standard chart is a common framework. On its basis an organisation draws up a working chart of accounts for its own transactions and reflects it in its accounting policy (para. 4 of NAS No. 21). Synthetic accounting follows the procedure set by legislation, while the level of detail of analytical accounting is determined by the organisation itself (Art. 8 of the Law). Each transaction is recorded by double entry — simultaneously in at least two accounts (Art. 4 of the Law).

    Structure of the chart: five chapters

    A synthetic account is designated by four digits ending in two zeros (0100, 4000, 6400); sub-accounts detail it with the last digits: 0110 "Land", 0120 "Buildings, structures and transmission equipment". Some numbers in the chart table are left without a name (for example, 1200–1400), so the numbering has gaps. The accounts are grouped into five chapters:

    • Chapter 1. Assets: § 1 — non-current assets, accounts 0100–0900; § 2 — current assets, accounts 1000–5900
    • Chapter 2. Liabilities: § 1 — current, accounts 6000–6900; § 2 — non-current, accounts 7000–7900
    • Chapter 3. Equity: accounts 8300–8900
    • Chapter 4. Income and expenses: accounts 9000–9900
    • Chapter 5. Off-balance sheet accounts: 001–016

    Key accounts with codes

    • 0100 Fixed assets (A); 0200 Depreciation of fixed assets (CA)
    • 0400 Intangible assets (A); 0500 Amortisation of intangible assets (CA)

    • 9000 Income from principal activities; 9100 Cost of goods sold; 9400 Period expenses; 9900 Final financial result (T)

    Account types: A, L, CA, CL, T, OB

    The type is shown in the chart next to each synthetic account. Permanent accounts — active, passive, contra-active and contra-passive — are reported in the balance sheet and have a balance at the end of the reporting period. (In the original Uzbek and Russian texts the codes are A, P, KA, KP, T and BT.)

    • A — active (asset) accounts: balance and increases on the debit side, decreases on the credit side
    • L — passive accounts (liabilities and equity): balance and increases on the credit side, decreases on the debit side
    • CA — contra-asset accounts: their balance is deducted from the related asset account to show the net value of the asset in the financial statements (0200, 0500, 2980, 4900)
    • CL — contra-passive accounts: reduce the balance of the related liability or equity account (8600)
    • T — transit accounts: temporary income and expense accounts with no balance at the end of the reporting period (9000–9900)
    • OB — off-balance sheet accounts: assets that do not belong to the organisation but are temporarily at its disposal, contingent rights and obligations

    Off-balance sheet accounts 001–016

    • 001 Fixed assets received under an operating lease
    • 002 Inventory accepted for safekeeping; 003 Materials accepted for processing
    • 004 Goods accepted on commission; 005 Equipment accepted for installation
    • 006 Strict-accountability forms; 007 Debts of insolvent debtors written off as a loss
    • 008 and 009 Collateral for obligations and payments — received and issued
    • 010 Fixed assets leased out under a finance lease; 011 Property received under a loan-for-use agreement
    • 012 Expenses deductible from the tax base of future periods; 013 Temporary tax and customs reliefs
    • 014 Tools and household supplies in use; 015 Property under a simple partnership agreement; 016 Intangible assets received under a right of use

    How the accounts work: entries from the Instructions

    • Purchase of a fixed asset: Dr 0100 — Cr 0820 "Acquisition of fixed assets" (para. 8 of the Instructions)
    • Fixed asset contributed by a founder to charter capital: Dr 0100 — Cr 4610 (para. 6)
    • Disposal of a fixed asset: the initial cost is written off to the debit of 9210 "Disposal of fixed assets" (para. 10)
    • VAT on inventory, works and services acquired: Dr 4410 — Cr 6010 (6120, 6990); VAT accepted for offset: Dr 6410 — Cr 4410 (paras. 190–191)
    • Profit tax accrued: Dr 9810 — Cr 6410; at the end of the period 9810 is closed to 9910 (para. 434)
    • Year-end close: when preparing annual financial statements, 9910 "Final financial result" is closed to 8710 "Retained earnings (uncovered loss) for the reporting period" (para. 435)

    Typical errors

    • The accounting policy refers to the 2002 NAS No. 21 (reg. No. 1181), which has not applied since 1 January 2025
    • The working chart of accounts is not set out in the accounting policy, although para. 4 of NAS No. 21 expressly requires it
    • Depreciation and amortisation are written off directly from accounts 0100 and 0400 instead of contra-asset accounts 0200 and 0500 — the initial cost is lost from the financial statements
    • Property held under an operating lease and goods on commission are put on the balance sheet, although off-balance accounts 001 and 004 exist for them
    • The current portion of long-term liabilities (sub-account 6950) is not separated, and current advances received (6310) are confused with long-term ones (7310)
    • Transit accounts in the 9000 group still have a balance at the end of the period, and 9910 has not been closed to 8710
    • Recoverable input VAT is included in the cost of inventory instead of account 4410: only VAT that cannot be offset is added to cost (Art. 267 of the Tax Code)

    Frequently asked questions

    Which NAS establishes the chart of accounts in Uzbekistan?

    NAS No. 21 "Chart of Accounts for Business Entities and Instructions for Its Application": Order No. 191 of the Minister of Economy and Finance of 14.11.2024, Ministry of Justice registration No. 3593 of 27.12.2024. The standard applies from 1 January 2025, and the chart of accounts is in the version of Order No. 282 of 26.08.2025.

    Is the 2002 NAS No. 21 still in force?

    No. The standard approved by Ministry of Finance Order No. 103 of 09.09.2002 (reg. No. 1181 of 23.10.2002) ceased to apply from 1 January 2025. Account codes have been kept in the new chart, but the accounting policy must refer to the new document.

    Can we add our own sub-accounts and analytics to the working chart?

    Synthetic accounts are taken from the standard chart, while the level of analytical detail — by counterparty, contract, department or product type — is determined by the organisation itself (Art. 8 of the Law on Accounting). The working chart is drawn up on the basis of the standard one and set out in the accounting policy (para. 4 of NAS No. 21). The Instructions expressly allow additional accounts in certain cases — for example, for agricultural organisations to account for seeds, fertilisers and agrochemicals (para. 101).

    Which account is used for input VAT?

    Sub-account 4410 "Advance payments to the budget for taxes and levies (by type)": Dr 4410 — Cr 6010. VAT accepted for offset is written off by the entry Dr 6410 — Cr 4410 (paras. 190–191 of the Instructions).

    Do banks and budget organisations apply NAS No. 21?

    No. The standard does not apply to budget organisations and non-bank credit institutions, and the accounting of banks is regulated by the Central Bank (Art. 9 of the Law on Accounting).

    Where can the official text of the chart of accounts be found?

    On lex.uz, in Order No. 191 (reg. No. 3593). The chart of accounts and the Instructions themselves are published in Uzbek; the Russian version on lex.uz contains only the text of the order and the list of acts that have ceased to apply.
