    Checked against the official source:

    Under the Labour Code, a work record book in paper or electronic form is the main document confirming length of service (Article 125 of the Labour Code). The electronic book is formed automatically in the inter-agency hardware and software complex "Single National Labour System" (SNLS) when an employer registers an employment contract, changes to it or its termination.

    The SNLS procedure is set by Cabinet of Ministers Resolution No. 971 of 5 December 2019. Below is what employees can see, what employers must do, and what to do if an entry is missing or wrong.

    What an electronic work record book is

    An electronic work record book is an electronic document containing information about a person's employment. It is formed in the SNLS on the basis of an electronic employment contract or a registered paper contract, as well as registration as an individual entrepreneur (IE) and self-employment.

    Employment information covers hiring, the work performed, transfers and termination of the employment contract. The grounds (reasons) for dismissal are not recorded in the work record book (Article 125). If a contract ends because of redundancy or liquidation, the employer records this separately in the SNLS, but the electronic book does not show it as the reason for termination.

    How to check your length of service

    An employee logs into their SNLS personal account at my.mehnat.uz through the e-government identification system — with an e-signature or an SMS code sent to a phone number verified by the employer's HR officer or a labour authority officer. The identifier is the personal identification number (PINFL). Using the SNLS is free for employers and individuals.

    An employee can also download a signed electronic employment contract from their personal account on the Single Portal of Interactive Public Services. An extract of employment history can be requested from the last employer or the labour authority — on paper or as an electronic document signed with an e-signature.

    If SMS login fails, the usual reason is that the phone number is not verified: the HR officer at work or a labour authority officer can verify it. They also change contact details in the SNLS on a written request.

    Employer obligations

    • keep work record books for all employees who have worked more than five days (except employers who are individuals);
    • enter hiring, permanent transfers and termination into the work record book and the SNLS; at the employee's written request — also part-time secondary jobs, temporary transfers and secondments;
    • use the SNLS to conclude, amend and terminate electronic contracts and to register paper ones — mandatory for all employers except the state security sector and organisations with a secret staff list;
    • appoint, by written decision, a responsible person with access to the SNLS (except IEs);
    • enter employees' previous jobs into the SNLS and certify with an e-signature service before 1 January 2005 based on the paper book, and for the period after 2005 — send requests to previous employers;
    • at a former employee's electronic request — certify, within ten days, the service the person had with them.

    Issuing information and the book on dismissal

    On a written application or an email, the employer provides employment information in the way the employee specified: during employment — within three working days, on dismissal — on the day the contract ends (Article 125).

    On the day of dismissal, the employer must hand over the work record book or an extract from the electronic book, and a copy of the order (Article 171). If the employee is absent or refuses to accept them, a notice is sent no later than the next working day — from that day the employer is released from liability for delay.

    If service is missing or an entry is wrong

    A person may enter past periods of employment into the SNLS themselves. The information must be verified by the Pension Fund within fifteen days, and only then does it appear in the electronic book. Unemployed citizens can apply to employment assistance offices — data are entered by PINFL.

    If a former employer has been liquidated and there is no archive, the entries from the paper book are entered into the SNLS and certified by the person's latest employer. Employers are responsible for the accuracy of certified information, so in case of an error start with the HR department of the employer that made the entry. Keep the paper work record book: its entries remain the basis for verifying service.

    We will put your HR records in order

    We will check contract registration in the SNLS, the transfer of previous service and HR documents, so that employees have no gaps in service and the company has no claims from the labour inspectorate.

    Frequently asked questions

    Is a paper work record book still needed?

    The Labour Code recognises a work record book in paper or electronic form. The electronic one is formed automatically in the SNLS, and earlier paper entries are transferred into the system. Keep the paper book — it supports periods not yet entered or verified.

    Where can I see my electronic work record book?

    In your SNLS personal account at my.mehnat.uz after identification via the e-government system — with an e-signature or an SMS code. The employer gets access to an employee's book after registering the employment contract.

    Is the dismissal article recorded in the book?

    No. Under Article 125 of the Labour Code, the grounds (reasons) for terminating the employment contract are not recorded in the work record book.

    Is a book kept for a part-time secondary job?

    An entry on external secondary employment is made by the main employer — at the employee's written request and on the basis of a certificate from the secondary employer (Article 436). For internal secondary employment — at the employee's written request.

    How long until service I entered appears in the book?

    Information entered by the citizen must be verified by the Pension Fund within fifteen days after the entry is made (para 54 of the Regulation approved by CM Resolution No. 971).

    Does self-employment count towards length of service?

    Yes. Information on self-employment stored in the SNLS is the basis for including that period in length of service for pension purposes; temporary work certificates do not need to be presented (para 57 of the Regulation).

    Can we outsource SNLS data entry to an accounting firm?

    Yes. The Regulation allows private organisations to provide SNLS data entry services under a contract (para 7). An employer may also give a responsible person access via the employer's e-signature key (para 10), but responsibility for the accuracy of data stays with the employer.
