A VAT refund is one of the most beneficial, yet also one of the most complex, financial instruments for businesses in Uzbekistan. Based on our experience handling refunds totalling more than 200 billion UZS, roughly a third of all applications are rejected because of technical errors. Who is eligible for a VAT refund
Under the Tax Code of the Republic of Uzbekistan, a VAT refund from the budget is available in the following situations:
- An excess of input VAT over output VAT (when you pay suppliers more VAT than you collect from customers)
- Export of goods and services (the 0% VAT rate applies, and the input VAT is recoverable)
- Investment activity — the import of equipment and materials for the implementation of investment projects
- Sale of goods (services) at a reduced (preferential) rate

- Importers with a large volume of input VAT from suppliers and customs
- Companies in the investment phase (construction of plants and infrastructure)

- Companies following major capital investments
Documents required for a VAT refund
The basic set of documents for a VAT refund includes:
- An application for a VAT refund in the prescribed form
- The VAT return for the period
- Electronic invoices (ESF) from suppliers for the input VAT
- Contracts with suppliers and customers
- Work completion acts / consignment (waybill) notes
- For exporters: the customs cargo declaration (GTD), the CMR, and bank statements confirming receipt of foreign-currency proceeds
- For investment projects: documents confirming the status of the investment project
The step-by-step procedure
Step 1. Analysis and preparation (1-2 weeks)
Before submitting the application, you must carry out a review of the documents: verify that the ESF are correct, that transactions have been recorded properly, and that all primary documents are in place. At this stage, errors that could lead to a rejection are eliminated.
Step 2. Submission of the application (1-2 days)
The application and the set of documents are submitted electronically through the taxpayer's personal account on the website of the State Tax Committee (STC). The application is registered on the day it is submitted.
Step 3. Desk tax audit
The tax inspector reviews whether the claimed refund is justified. They may request additional documents and explanations. It is important to respond promptly — a delay in responding extends the duration of the audit and weakens your position.
Step 4. Decision and transfer of funds (no later than 30 days)
Based on the results of the audit a decision is made: a full refund, a partial refund, or a rejection. Where a full or partial refund is granted, the amount is returned to the taxpayer no later than thirty days from the date the tax authorities were notified of the refund when the tax reporting was filed (Article 274 of the Tax Code).
The accelerated refund procedure: 7 days, 3 days and 1 day
For certain categories of taxpayers Article 274 provides an accelerated procedure under which the amount claimed is refunded in full within seven days. For "AAA" category businesses with a high sustainability rating the period is one day, and refunds to agricultural producers (excluding cotton and grain producers) are processed automatically within three days.
The accelerated procedure is available to large taxpayers; companies that filed a bank guarantee or entered into a pledge agreement with the tax authorities; exporters, for the amount arising from the zero rate where a refund was already granted with no violations found; foreign diplomatic missions; parties to a production sharing agreement with a zero rate; participants of tax monitoring; "AAA" category businesses; agricultural producers; and companies that scaled up from small business to medium or large — once, within one year of the transition.
One important caveat: an accelerated refund does not cancel the desk audit — it is carried out under the general procedure after the money has arrived, the "AAA" category being the only exception. If the claimed amount or part of it turns out to be unjustified, it must be returned to the budget with interest accrued from the date of the refund to the date of payment. The accelerated route therefore only pays off with a flawless document package.

- Objections to the audit report — filed with the same inspectorate within the established time limit
- A complaint to a higher tax authority — for example, to the Republic's STC
- A judicial appeal against the decision — before the Economic Court
